You have picked the boat, the outboard is on order, and now there is one thing standing between you and the water: the licence. The good news is that in every Australian state it is a short, cheap, one-off process — and in some states it never expires. Here is how to get your boat licence, state by state, in 2026.
Before you start: which licence do you actually need?
There are usually three tiers:
- A general/recreational boat licence — covers powerboats. This is the one you want.
- A PWC endorsement or licence — an extra test if you also want to ride a jet ski.
- No licence at all — the Northern Territory, and in some states operating under a set speed or engine power.

New South Wales
What you need: a General Boat Licence (GBL) to drive a powered vessel at 10 knots or more.
How to get it:
- Sit the boat licence knowledge test with an approved provider or Service NSW.
- Complete the required practical logbook hours or an approved practical course, depending on your age and pathway.
- Pay the licence fee and collect your card.
Minimum age: 12, with speed and operating restrictions until 16. Jet ski riders need a separate PWC Driving Licence on top of the GBL.
Queensland
What you need: a Recreational Marine Licence (RML).
How to get it:
- Complete a BoatSafe course with a registered training provider (theory plus practical).
- Collect your statement of competency — it is only valid for 6 months, so apply promptly.
- Apply for the licence through Maritime Safety Queensland / TMR.
Minimum age: 16. Once issued, a Queensland marine licence is valid for life — no renewals. Recognised interstate licences can be transferred.
Victoria
What you need: a Marine Licence, administered through VicRoads. It covers powered recreational vessels, including sailing boats under motor, e-foils and powered paddle craft.
How to get it:
- Study the Victorian recreational boating safety handbook.
- Sit the test at VicRoads or an accredited provider.
- Apply with proof of identity and pay the fee.
Visiting from interstate? You may use an equivalent interstate licence in Victoria for three months. Stay longer and you must convert it — and with evidence of the interstate licence, you are exempt from re-sitting the test.
South Australia
What you need: a Boat Operator's Licence.
How to get it: sit the theory test through Service SA. There is no practical component.
Minimum age: 16 to hold a licence. Ages 12–15 may operate a motorboat under direct supervision of a licence holder at no more than 10 knots. Kayaks and canoes with an electric motor of 150 newtons or less are exempt for operators 16 and over.
Western Australia
What you need: a Recreational Skipper's Ticket (RST) — required for any vessel with a motor exceeding 6 hp (4.5 kW).
How to get it:
- Book with an approved RST assessor.
- Complete the theory and an on-water practical assessment.
- Receive your nationally recognised certificate.
Even holders of commercial certificates of competency still need an RST to operate a recreational vessel in WA.
Tasmania
What you need: a Motor Boat Licence issued through MAST (Marine and Safety Tasmania). Sit the theory test, pay the fee, and confirm the current low-power exemption before you assume a small motor is exempt.
ACT
What you need: a licence for powered vessels on ACT waters, issued through Access Canberra. Interstate licences are generally recognised — check before launching on Lake Burley Griffin.
Northern Territory
What you need: nothing. The NT has no recreational boat licence and no vessel registration requirement. Every other boating law — lifejackets, safety equipment, local common sense — still applies in full.
What the test actually covers
Wherever you sit it, expect the same core material:
- Navigation marks, buoyage and collision-avoidance rules
- Speed limits, distance-off rules and no-wash zones
- Lifejacket standards and mandatory safety equipment
- Weather, tides and trip planning
- Alcohol limits and reporting obligations
